Migration of xrpl.js and xrpl-py code snippets to xrpl.org

We'd like to migrate the code snippets currently in these directories:

https://github.com/XRPLF/xrpl.js/tree/main/packages/xrpl/snippets/src

https://github.com/XRPLF/xrpl-py/tree/main/snippets

The reason for this is that we want to consolidate all code snippets in one place — xrpl.org — where they can live alongside docs and be more easily discovered. Right now, the snippets in the SDKs don't have any explanation or context, and they tend to get lost.

The ask is to move all of these snippets over to xrpl.org. If any of them already exist there, we can just remove the duplicates. Otherwise, when migrating, please add a short description of what the snippet does. Once everything is moved, let us know so we can go ahead and delete them from the SDKs.
