Describe the Bug

Broker switch enableMixedMessageType doesn't work. MIXED type topic can be created even if this switch is off.

Steps to Reproduce

  1. Set enableMixedMessageType to false.
  2. Try create MIXED message type topic.

What Did You Expect to See?

Creation failed.

What Did You See Instead?

Creation succeeded.
