Add a dynamic property to disable failover queues
Why?
The failover queues seem to cause issues in our staging environments. Add a feature flag to allow us disable it and verify if it's really the cause.
How did you test it?
unit tests
Potential risks
No risk. It's controlled by a feature flag. And the default behavior is the same as before.
