ciao-cli volume support - Persistent Boot volume

When we create an instance we automatically create a backing persistent volume for the same.
This a nice feature. However the fact that the boot volume is ephemeral or persistent, seems to be part of the workload definition. I think it should be specifiable at instance add time and should not be part of the workload definition.

If not the user ends up with a tonne of volumes, that the user did not intend to create.

@mcastelino if the user wants an ephemeral volume, why would they use a workload with a persistent volume defined? wouldn't they just have a workload definition that set things up the right way?
