Update implementation steps for MS.TEAMS.5.x policies (public reported)

💡 Summary

Microsoft introduced a new app centric Teams application access management. This requires an update to Teams baseline policy implementation steps for MS.TEAMS.5.1v1-MS.TEAMS.5.3v1. Current implementation steps provide instructions for the recommended configuration through existing 'Teams apps / Permission policies'. With new change, agencies will have multiple options to implement the configuration based on one of following use cases:

1. Teams app permission policies have been auto migrated by the Microsoft
2. Teams app permission policies are not auto migrated, but manually migrated by tenant Teams admins.
3. Teams app permission policies are not auto migrated, and they opt to continue to use permission policies as before

Update Teams baseline 5.x implementation steps so they cover all of the above use case scenarios.

Motivation and context

This issue has been originally raised by a public user (#1651 ), further tests showed multiple scenarios that would need to go into the implementation steps.

Implementation notes

Teams secure configuration baselines for policies 5.1 - 5.3 needs to be updated to reflect the new changes to provide users with updated instructions in implementing the recommended configuration.
