Summary & Motivation

Brings the sphinx-click extension in-house until the upstream issue is resolved:

click-contrib/sphinx-click#150

This will allow us to customize / remove the truncated text for the time being.

Looks like there are a lot of files we probably don't need to bring over (e.g. everything in .github, release notes, docs), what do you think?
