Unit tests for release service - event raised Cleaned up the test. Ensured the mock Admin Event Raiser works in the integration tests.

In the continuing adventures of Improved Search, here's the latest of many places that need to raise an event when something changes that affects the searchable documents.
This PR contains a few lines of actual addition to the ReleaseService - and the rest of it is tests.
