Unable to set placement with DockerClient

This may be a limitation and not an issue. I found some documentation regarding APIClient at #2197, but for refactoring purposes I'd rather not redo everything I have. Is it possible to set placement using DockerClient.services.create? It takes constraints fine, and looking through the code, I think it should work, but I can't seem to figure out the syntax.

Hi @mwspitzer!

You should be able to set placement using create's kwargs. To do so, you'll need to pass a dictionary with these keys and the associated values you'd like.
