Fixes: #5004.

This doc is intended to act as high-level guidance and a central starting point for teams to get more specific information.

It should enable engineers to get information on:

  • Testing
  • Native code build
  • Managed code build
  • Source build / VMR

It should be obvious to anyone, after reading these docs, what our policies are in main and release/ branches in (for the most part) any repo in the org. For teams that are motivated to be efficient, they should find key tips to help them reduce infra costs and in some cases speed up their build.
