The GUI Shutdown option does not turn off AC power

Tested with MCU r3B3 and fw v1.6.1: the GUI Shutdown option does not turn off AC power.

The problem was found on two AUX PS modules with triacs (r3B3 Crowd Supply version, green PCB) where the PWR_SSTART MOSFET was damaged. The reason for the MOSFET damage is unknown.
Thanks to this issue, it was found that DCM outputs do not shut down before shutdown, so this needs to be fixed.
