Genesis block fields are not well defined

I find myself asking a lot of questions about the fields in the genesis block, such as:

• What address goes in the miner field for the genesis block?
• What goes in the signature field (an actual signature? from which key?)
• Tickets?
• Election proof?

Also requires thinking about how to lookback from the genesis block. [One idea is to have a number of empty blocks preceding the genesis block]
