Sofia respond with 100 Trying even when NUTAG_AUTO_INVITE_100 is used

Is there any reason that Timestamp header would mandate UAS to respond with 100 Trying on INVITE? I have noticed that Sofia will auto respond to INVITE even if I disable NUTAG_AUTO_INVITE_100.

Here is small PR to not send 100 Trying in this case.
