Issue Alert Preview doesn't work when IF filter on team assignment applied

For full context, customer seems to have issues with getting their alert preview to work: https://sentry.slack.com/archives/CQDHVRS2W/p1728332538238809

The preview in the Issue Alert wizard unexpectedly returns no results when an IF filter (assigned to team) is applied. This is reproducible on the sentry org. Results in the preview chart appear when the IF filter is removed.

A customer reported something very similar and I was able to reproduce this in my test org as well - adding the The event's tags match {key}{match}{value} filter also stops Preview from returning matching issues. ZD ticket: https://sentry.zendesk.com/agent/tickets/151380
