[code] annoying welcomes from extensions for each new workspace

Bug description

In order to reproduce start a new workspace for this repo. You get welcomes from golang and docker.
Interestingly I don't see it from GitLens meaning that it can be extensions fault.

The fix for golang : golang/vscode-go#1616

In gitlens they store the extension version in the synched settings and only show the welcome if there was no previous version (first install) to the version has changed.

Docker pops up each time when someone opens dockerfile in a new workspace.

Oh. This particular problem has been an annoying papercut. I use the Synthwave 84 theme which pops up on every load due to this logic at https://github.com/robb0wen/synthwave-vscode/blob/master/src/extension.js#L18 failing.
