Fixes #13158

If this PR is for Terraform, I acknowledge that I have:

  • run make lint on both ga and beta providers
  • run make test on both ga and beta providers
  • run testacc for osconfig service on both ga and beta providers

osconfig: fixed no more than one setting is allowed under `patch_config.windows_update` on `google_os_config_patch_deployment`
