Allow user to install Terraform if not found, or update to latest matching version

Background

We can build on #697

To further improve the UX, once we display required Terraform version and installed one (if any), we could take another step and highlight when the user either doesn't have Terraform installed, or uses old version and allow them to rectify this with a one or few clicks in the UI.
