This is a first PR into a staging branch as suggested in bitcoin#27060 (comment).

This PR:

  1. Establishes the minimum required CMake version. As it looks non-productive to support Ubuntu Bionic as a build platform, version 3.13 has been chosen.

  2. Creates a bitcoin-config.h header in the build tree.

Notes for reviewers

To configure a build system, one can run in their local repo root:

  • on Linux / *BSD / macOS:
cmake -S . -B  build
  • on Windows:
cmake -G "Visual Studio 17 2022" -A x64 -S . -B build

To re-configure, it is recommended to use the clean build tree, for example:

rm -rf build

For now, the only artifact we explicitly create in the build tree is a bitcoin-config.h header:

cat build/src/config/bitcoin-config.h

Picking up from review in bitcoin#27060

This is a good starting point, but isn't really meaningfully testable because it doesn't do anything. So it's not possible to see realistically what use would look like.

Would it be possible to add the simplest build target, that way we can attempt to build something and see what's intended to work at this stage? For ex, it'd be nice (as a reviewer) to be able to conclude either "Hey, neat, cross-compiling just works at this point" or "no cross-compiling, I'll look for that in a latter PR". But as-is I can't really test much so I can't draw many conclusions.

FWIW, I would expect the first one of these PRs to be quite large in order to illustrate the basic structure of what's coming with the rest. This one doesn't really give many clues about how the rest is to be organized.

Or alternatively, since this one already has some review, I suppose we could just merge this one as-is once it's got some ACKS, and have the next PR be the big one that brings in the structure and at least one build target. I'd be fine with that as well. @hebasto ?

@theuni, I guess for more complete testing, see how things will work in the future commits and the big picture, one can look at bitcoin#25797.

@vasild I understand that. But we're here because that's too big to review at once. So it makes sense to break things up into logical chunks for review. As-is, I don't think this is a reviewable logical chunk.

I was hoping for a bit more of a story... a commit series that started with building a vanilla bitcoind stub, and pr-by-pr added in more functionality and binaries and hardening. I believe that way would be most reviewable because everything comes in as-needed and can be tested.

It looks like the approach here though is to define a good bit of the boilerplate upfront before it's hooked up to anything, making it hard to actually test. I think that will lead to discoveries down the road that the boilerplate had been broken all along, perhaps even fundamentally.

I'll set aside my grumps for now and give this approach a shot, but imo it'll make thoughtful review trickier :)

Btw, @hebasto none of the above is a criticism of your work. Thanks for sticking with this :)

So, sure, ACK e7fb823 to keep things moving. But I'm hoping 2/N is less boilerplate and more skeletal :)

Sorry I missed this before ACKing, but I'm afraid this is exactly what I was talking about here: bitcoin#27060 (comment)

AFAICS, building older CMake will result in an inferior link line. I think this one's ok because build will probably fail without it, but this is a slippery slope to "newer CMake == better binaries".

Do you have any particular approach in mind?

I'm sure, in this case, it is possible to emulate CMake 3.14+ behavior when running CMake 3.13.

  ```

  To configure, a toolchain file and a triplet must be specified:
  ```cmd

The previous commit added a test which would fail the
unsigned-integer-overflow sanitizer. The warning is harmless and can be
triggered on any commit, since the code was introduced.

For reference, the warning would happen when the separator `-` was not
present.
