Fatal error: Uncaught Error: Class 'Zend\Mail\Message' not found

Can not install blank without an error.

System:

• Mac Os
• Apache
• TriedVersions php7.0 php7.1

Steps to reproduce:

• git clone git@github.com:magento-engcom/magento2.git msi-magento
• composer install
• try run integration tests system broken with Zend\Mail\Message' not found or open frontend

If I am used composer update it is working.
