logback should not be an implementation dependency #401

Description
A comment indicates this is needed for the CLI jar. But including it causes problems when trying to bundle it into tools like a Kafka connector. I think it's better that it's a testImplementation dependency, and then can figure out how to include it in the CLI jar.
