Deploy amps before modules #432

Description
In DHF 5.5, the command for loading DHF modules depends on an amp already existing so that it can generate a custom rewriter. It should be safe for amps to be loaded right before modules are loaded, as ML does not complain if an amp refers to a module that does not exist.
