Clean up Arduino library name in library.properties

At this point, it's confusing to have the library be named "Multi-Bandplan IBM LMIC framework". I constantly scroll past it in the IDE. Other libraries are named "<who> <what>", e.g. "Adafruit BME280 library".  This one should be named "MCCI LoRaWAN LMIC library".
