APERO Checks

Observing science data, taking calibrations, and reducing data to a science ready level is complicated.
We have implemented a procedure to streamline this. The job of the "babysitter" is to monitor the raw data checks, run the reduction pipeline (trigger), and monitor the reduced checks. The job of the "babysitter" is to make sure any flags (normally indicated by a "FALSE") have been reported to the people who need to deal with them and to run the trigger if all raw data checks are nominal.

- Currently it seems to be we don't get all calibrations to early afternoon so you may have in the afternoon before you get all True on the raw checks.
- For columns in yellow, don't check the values today, check the values yesterday
- Reduced cols may not pass until apero has finished so you may need to run the apero_red_checks manually later in the day
- Things seem to go wrong most on the weekend. So you will have to check it at the weekend as well
