Create multiple issue templates

GitHub has this relatively new feature that allows us to create multiple issue templates: https://blog.github.com/2018-01-25-multiple-issue-and-pull-request-templates/
https://blog.github.com/2018-05-02-issue-template-improvements/

Example use by other projects:

https://github.com/Microsoft/TypeScript/issues/new/choose

I propose that we also use that feature. Bug Report, Feature Request and Question are three categories that I think we should have.

Thoughts? Other ideas?

I don't mean to move it from nodejs.org but to have something similar here, yes.
