change the `datetime64` and `timedelta64` type-parameter default to `Any`

This was suggested by @randolf-scholz in numpy/numpy#28257 (comment). It might accidentally cause breaking changes for mypy users (see numpy/numpy#28257 (comment)). So it's best to implement this in numpy-stubs instead (which we plan to merge into numpy at some point).
