Add Fix link to stepSecurity

Overview

As a user, I want to quickly fix the scorecard results with a single click. http://app.stepsecurity.io provides a fantastic tool to auto generate a PR with several improvements, so the idea will be to include a link to it in each project.

Technical Requirements

• Add a link [Fix](http://app.stepsecurity.io/securerepo?repo={ORG}/{REPO}) to both reports.
