Delete manylinux_2_24 image

No longer supported pypa/manylinux#1437 and we removed it in pyca/cryptography for 40.0.

However, we need to keep the image around until we are ready for 40.

We can also delete the focal arm64 image at the same time. (We no longer build new focals, but we do build new manylinux_2_24 so this will require both a PR and deleting the packages themselves)

It appears you can't delete a tag within a package so the focal arm64 tag gets to live. Maybe there's some API-based mechanism for deleting a tag?

Never mind, found a way to do it. Focal arm package deleted as well as 2_24
