Incorrect bedevere transition

I'm not quite sure what happened on python/cpython#104281 but it should have ended up in "awaiting merge" state instead of "awaiting core review":

Related to gh-556 (or a duplicate of it, I have no experience with GitHub API to determine).

Fixed by gh-557, verified on a green tick python/cpython#104202 (review) followed by the correct awaiting review → awaiting merge transition.
