Full triage of all soundness issues

The plan is to fully triage all @rust-lang/types soundness issues and ensure they are attached to some roadmap item. For each of them we should attach a detailed write-up for the expected plan to fix it, and then attach the issue to the corresponding roadmap item if there are blocks.
