- add an intro section both telling and linking to search and the upgrading guide - I recently learned you can do this from [Next.js's bug report form](https://github.com/vercel/next.js/blob/caa595ebbeda0f9c463e198b2f551b2ff473dd8e/.github/ISSUE_TEMPLATE/1.bug_report.yml?plain=1) and added this [in one of my own repos](https://github.com/agilgur5/react-signature-canvas/blob/f6c0b64cf3416681ba959cdaa4eaf2cb4dd87c5e/.github/ISSUE_TEMPLATE/bug-report.yml?plain=1#L5) - add links to the two required checkboxes as well that seemingly have been ignored or incorrectly followed

Summary
Since there have been a number of duplicates1 filed recently that checked the boxes but seemingly did not actually follow them (were both duplicates and not on the latest version), try to make it easier to follow the directions and give a bigger notice of them.
