I would like to track the time that I completed a task, not just the day.

This could be accomplished by allowing the user to customize the currently-hardcoded %Y-%m-%d that todo add and todo done use with an environment variable.

Add TODOTXT_DATE_FORMAT environment variable

TODOTXT_DATE_FORMAT is used to set the format of creation and completion
dates. Prior to this commit, the format was hard-coded to %Y-%m-%d.

This commit fixes todotxt#456.
