This PR will...

Parse all init segment track headers so that all track base decode timestamps are updated. This fixes timestamp alignment of in-band metadata and captions with fmp4 "pass-through" remuxer.

Why is this Pull Request needed?

Prevents errors in cases where track metadata is required for enhanced media playback.

Are there any points in the code the reviewer needs to double check?
