Support docker run/create --log-driver options for syslog

We need to support the docker run/create options to configure syslog for a container. Some options may not be available till #5247 is finished.

We may not do this and just enable syslog for all containers if syslog is enabled for the VCH

Acceptance:

• support --log-driver syslog for docker run/create
• support --log-option options for syslog: https://docs.docker.com/engine/admin/logging/overview/#syslog
