[NBS] Mirror partition destruction occurs after destruction in the DR

When a disk is deleted, the mirror partition can be destroyed after the disk has been removed in the Disk Registry. Thus, the Disk Agent can start a secure erase process that will trigger the IODuringSecureErase critical event if the partition performs any IO, such as resync or scrubbing.
