Purpose of change
Continuation of #64528
Describe the solution
Modify mod_damage() function, responded for item HP decrease, to also apply random fault out of set
Such fault would have additional penalties, but fixing such would result in item restoring it's HP back, and a little bit of degradation applied for one that are deemed to not solve the root of the problem (like duct-taping the handle instead of replacing one, if it cracks)
This PR would include only faults related to melee weapon and maybe basic tools
